Our sysadmins are planning to update Windows Server from 2003 to 2012. So is it possible to run ARIS Server 7.1 on Windows Server 2012? Any issues? Please, share your experience.
The exact ARIS version is 7.1.0.524795 (SR 2010_09)

you ask for experience, I can just state the facts. Your service release dates from Dec. 2010, which was the last release in the 7.1 maintenance period. Chances are, that IDS Scheer / Software AG could not foresee Windows 2012 at that time or test on it, so the likelihood that it won't work is high.
My recommendation would be to do a test installation in a VM of Windows 2012, which will quickly reveal, if you stand any chance. Needless to say that support won't answer any question on the topic, since Windows 2012 was never supported for that release.
So my actual advice is: Start planning the migration to ARIS 9.8 now. Until you are done with the planning that will definitely be on the market. For starting the planning the specifications and requirements of ARIS 9.7 will provide a close approximation to what you need to do and have. For the migration you will have to make an intermediate migration step via 7.2.4 or higher. For that the Business Server is also supported only up to Windows 2008 R2 (64 bit). So perform this step preferably on your old system. For ARIS 9 you are going to be fine with Windows 2012. That last step is a side-by-side migration. Export from 7.2.x and Import to 9.x. But there are a few details to be observed due to some changed concepts.
