I extensively used Aris for a long time as a business consultant till Version 7.
Just because I was curious I tried Aris Express today.
I see that reference copies (Ausprägungskopien) are still not possible with this tool.
e.g. if I have three functions that are all executed by the same role or supported by the same IT-system i have to create three different objects for the role and for the IT-system. Then, when the name changes I have to make three changes.
So, is Aris Express a drawing tool or a modeling tool?

Depends, what you want to use it for. It is not a repository based tool but a file based one, so as you described correctly, occurrence copies are not supported.
It is still based on the ARIS methodology, but I think you understand that it does not
If occurrence copies are important for you, using professional tools with a repository, so you can reuse the objects across multiple models would be the solution of your choice.
