How to change encoding from IBM850 to WINDOWS-1251 in console?

Hello Alexandr,

change the link's command line arguments to

%ARIS9HOME%\tools\ArisAdm\arisadm90.exe -enc cp1251 ....

all parameters of arisadm are explained in the Server Installation and Admin Guide.
