I would suggest the following road map t develop IT strategy:

1. Clarify/confirm business strategy

2. Assess current state

3. Analyze future requirements

4. Conceptualize IT future state

5. Develop IT startegic plan

6. Execute and monitor IT initiatives

It seems to me suggested road map looks similar to generic produc development path - understand needs - design - develop - test - commercialize).

What I am looking for a pre- project stage to conceptualise the idea into a project. Any suggestions what this can include in terms of processes.

Ok, undrestood.

Then I would suggest you to draw your attention to Hansen & Birkenshaw's works abot Firm-level Innovation value chain.

They highlighted three stages, such as idea generation (idea emergence within a firm and its refinement), conversion(selection and further elaboration) and diffusion (spread across the firm).
