Delete or Update a header from a model

Hi,

I want to check and update the header which is a fragment having logo and a pyramid showing the level of model highlighted in blue. 

Using a macro or report i want to check if the correct framgent is used based on model level attribute. 

If the correct is not used delete the existing frament from the model and add the correct fragment.

Can anyone share the code or guide me on how this can be acheived.
