Hello Viky,
if you want to start with just one user, you might want to check the subscription on ariscloud.com. It starts with a 30-day free trial (including 5 users, if I am not mistaken) and can be upgraded as needed.
If you need an on-premise installation of ARIS with many users (or you need a local installation of ARIS Architect) but just asked for the per-user price I suggest you get in contact with Software AG sales who will analyze in more detail what your use-cases are, because there are various options to extend functionality and method.
