By the way - the current version is 9.8 SR2. If you are new to ARIS, do yourself a favour and use the latest release.
If you want to connect to an existing server, you do not need to download client products yourself. The ARIS server comes with download clients, which you can reach under http(s)://your.server.domain/#tenant/downloadclients in your browser.
Replace the protocol, server name and "#tenant" with the tenant you connect to, often it is called "#default".

We want to build our new process flows in to the tool but we are not able to enter new flows and even not to do any modifications on existed folders in Aris business publisher . Please advice asap.

I see, you are far off. The server with the "businesspublisher" is definitely a different machine from the ARIS Design Server or ARIS Connect Server I indended. You are looking at the publishing component where released content is published. That is no content creation tool, it is merely a special web server.
I understand you are looking at some customer's content. So the customer would have to provide you
1. with access to his Design Server or Connect Server machine (possibly a VPN access is required, that server is typically not exposed externally)
2. with Designer or Architect licenses assigned to your user accounts (then you can use my method described above)
3. with write permissions on a group (looks like a folder in Explorer, "group" is the technical term) in a database on that server, so you can create content.
4. with an appropriate method filter for modelling in that database, so you only use, what the customer wants you to use.
5. with training on the customer's modelling conventions, so you can create value instead of disorder.
Maybe it's a good idea to do 5. before 3.
Edit: And some tool training for the Designer tool may also be a good idea.

to get this perfectly clear: There is no integration between the Designer or Architect client and the Business Publisher directly. The client products are clients to a server component, which may be either the ARIS Design Server or the ARIS Connect Server. This server component manages the repository, which holds all your objects and models, hence where all your work done using the client products is stored.
So what you need is access to that server and that server will provide you with a download link for the appropriate client product (e.g. Designer) that you want to use. That is what I described initially.
When you want to publish something to Business Publisher, what you usually do is create a version of some content in your repository database (using the Architect client) and publish that version to the Business Publisher (again using the Architect client). The Business Publisher is a second server component that will reside in a different machine (physical or virtual). It has got its own database for model content. What I understood so far is that you have client licence seats for the Business Publisher only?
As to the licence topic: The ARIS Design Server or ARIS Connect Server manages the licenses. So you need a client licence (Designer or Architect) assigned to your user on the server. If the server belongs to your customer and you want to work there, the customer needs to assign you one of his client licence seats. If TechMahindra has got a licence for ARIS you can work with that on an ARIS Server at TechMahindra, where these licenses are deployed and assigned to you. When you connect to a different ARIS Design or Connect server, e.g. at a customer site, the licences belonging to TechMahindra are no use to you. You need a (Designer or Architect) client licence seat from the licence pool deployed on the server you work on.
It is good practice not to install client products on your local machines, but use the download client feature with each Design or Connect server you work on. This way you are guaranteed to always have the client product version matching the version of the server you want to connect to. If the server gets upgraded, you will automatically get the appropriate client product version on your next connection to the server.

Once you are up and running with the ARIS Architect client seat for your target environment, you should read the online help for the details of the publishing procedure to Business Publisher. The administrator needs to grant you some special administrative privileges to accomplish that. That's why you need the ARIS Architect client to have any luck in publishing.
Remember the Business Publisher usually is something targeted at a wide (internal) public audience, so companies usually enforce some strict governance procedures to have anything published there. People involved in modelling usually use the client products to browse the repository and model the content, until the defined quality gate for publishing is reached and approved.

Hi Team,
Per our understanding ARIS designer server act as a repository of flow charts which we are creating using ARIS express clients.
We have installed the ARIS designer server and ARIS Cloud controller, we are unable to get any GUI, But application is opening with terminal mode.
We have installed ARIS express client 2.3, There is no option to configure our server settings or connect to our ARIS publisher which is running on our internal server.
Kindly let us know how to connect to our ARIS publishers which is hosted on other server.
Attached the screenshots of ARIS designer which we installed in our desktop.
Final goal is whatever we develop, that should be reflect into Aris business Publisher.

ARIS Express and ARIS Design Server are independent of each other.
Form your screenshots I can only see that you probably have changed the password of ARIS Agent. According to the ARIS Server Installation and Administration Guide you have then to adapt the program shortcuts.
But in general, for planning, installing and configuring your ARIS installation/landscape I suggest that you get in contact with Software AG in order to hire a consultant for supporting you on your project.

Please distinguish the following terms:
"ARIS Design Server": You are correct, that this manages your repository of all modelled artefacts. The terminal you opened is the command line interface to start and stop the design server components and do a few administrative things with it. If you installed the Design Server on your desktop, I don't know, why the CLI asks you for a password for "admin". Once connected to the Design Server using the CLI, the command "list" will show you a list of components. They should be all running. Otherwise "startall" should accomplish that.
"ARIS Express 2.3" is not a client to the Design Server. It is a free-of-charge standalone application to play around with process diagrams. There is no model behind a diagram and the diagrams you create with it are NOT stored in the repository of the Design Server. You may safely forget this application now that you have the commercial licenses.
"ARIS Designer" is the client to the "ARIS Design Server". This is the one where you develop your models stored in the repository.
"ARIS Architect" is essentially the same client as the "ARIS Designer" but with a broader license giving you extended functionality. You need at least one licence of that to be able to do certain administrative things in the ARIS Design Server like creating a database where you will model your content. Also you need that to publish your content to ARIS Business Publisher, which seems to be your ultimate goal.
The "ARIS Designer" and "ARIS Architect" can be started as I described in my second post. If the ARIS Design Server happens to be running on your localhost, the link would be http://localhost/#default/downloadclients

When we are invoking the above to Start Aris Design Server ,we are getting command prompt window only and its closing immediately. Could you please suggest what way we can test whether designer server has been installed\started in desktop or not.
Please advice what are the further steps.

Again, you should first make sure to get ARIS Design Server up and running by following the suggested installation procedures in ARIS Server Installation and Administration Guide. This includes importing the license keys and assigning licenses to user accounts.
After that start the ARIS Client setup and install ARIS Architect/Designer and connect to the ARIS Design Server using a configured user account.

Well, is "test" really the correct server name of that computer where you have installed ARIS Design Server?
If you don't want to use the actual computer name you could use "localhost", but only if the ARIS Clients (Architect/Designer) were installed the one SAME computer where ARIS Design Server runs.
