I with to access and my old Aris maps contained in a ARIS 7.1 adb file. What would I need to do (install, buy) for this to be possible? I see that it isn't possible using ARIS Express.

In ARIS Expres not, it's impossible to convert. Depends on how old your DBs are, but in most cases, Import (restoring of your backups) works well into ARIS Cloud / Enterprise. You can register in ARIS Cloud Advanced and have a one-month trial version. Then restore your bases there.
you have a long upgrade path ahead of you for 7.1 files.
import the file to 7.2 latest SR (this is the last release that can handle 7.1 files)
migrate that to 9.8 latest SR
migrate that to 10.0 (whatever the current release is that you are using)
You could try to skip the second step, but if you encounter any issues, you have do that. You see that just like you have to copy your backups to fresh media every 5 years or so, also file formats evolve with the software technology and need to be migrated regularly.
ARIS Express has never been able to process ADB files.
