I am unable to use the below options, is it due to missing permission or license restrictions.

I am running a sandbox environment, and have complete access to the installation and all the users.
Wanted to know if the restriction is from the license or is it the permission issue.
The licenses we receive with the setup are many so we imported all. This worked before with the same set of license, but the local setup isnt working.
So i suspect, it has to do with the permission, tested with superuser, system and custom user, all seems to have the same issue.
If the environment is under your full control, please make sure you followed the steps described in the online help "Working with ARIS" -> "Special topics and functions" -> "webmethods Integration". Particularly "Run system check" will help you to check and set up some prerequisite configurations of the system.
