In ARIS 7 we had users and user groups stored in each database. But since ARIS 9 we manage user and licenses centrally across all databases in so called tenants. Only the data access privileges on database groups remain inside ARIS databases.
To create a user group login into ARIS Administrator via http://localhost/#default/adminUsers. The users and user groups shown there are available for all databases of that respective tenant. They only need data access privileges in a database.
