I believe this is not a question of either ... or.
With ARIS Express and ARISalign an easy getting started with BPM and process discovery is in the focus. But to discover and model the existing processes is only the very first step in the process of process management. The analysis, simulation, optimization, implementation and monitoring of the business processes is a continous process itself which needs to be supported by tools like the ARIS Platform, the webMethods Suite or CentraSite. I assume that also these tools have to learn a new kind of collaboration, but they will keep their unique target group of users as well as ARISalign and ARIS Express have their specific target group and use cases.

OK! Currently, I can make process modeling with ARIS Express and ARISalign. But, how theses tools are integrated with webMethods BPM Suite to make BPM?
Are ARIS Express and ARISalign products of Software AG?

first, take a look at this article to give you an idea how ARISalign and ARIS Express could be combined. Both products are free-of-charge and offered by Software AG/IDS Scheer. ARISalign also supports export directly to webMethods and XPDL.
