A users ARIs is failing to launch, even with JAVA downloaded. It laundhes by default on ADOBE.

I guess your ARIS user has not yet assigned the file extension .JAR files with the installed Java Runtime Environment. To do so, they need to right click on the downloaded ARIS JAR file and select Open with..., then select the JRE program, or if not listed, click Look for another app on this PC, then browse to the JRE installation folder (e.g. Zulu Java 8: C:\Program Files\Zulu\zulu-8\jre\bin), and there select javaw.exe (NOT java.exe!). That assigns the ARIS download client (JAR file) with the JRE and starts ARIS.

Not sure that I understand your question, here's what I understand: a ARIS user tries to open the download client of ARIS. But instead of opening ARIS it opens Adobe.
1. you should make sure that you have a supported version of Java installed. That could be e.g. from Zulu or Oracle.
2. you need to make sure that the downloaded jar file of ARIS is correctly connected, so that the JAR file is opened with Java. Under Windows you can assign default apps. You may have to change the default from Adobe to Java.
3. you need to make sure that the person has a Architect license.
I know that the Java stuff is a bit tricky, so I would recommend to open a ticket with SAG's service desk.
