Hello,
We performed a migration from ARIS SR14 to SR 21. After restoring the copy of ARIS , the process governance processes related to Change Request and Document Proposal stopped working.
The error is that the activity Find inbox template of the responsible person fails, however the process Change information works correctly and the Requirements inbox of: <user> exists.

I hope this will help, at least you´ll have it up to date.
It´s a quite bigger "jump" from SR14 to SR21, so the resources could be changed, significantly. I would recommend update (merge) the Governance services from new SR APG database into the one you use for governance:
