1. Provide ARIS version 10SR13 software to upgrade from existing ARIS version 10SR4b software (covering all existing licenses); is it possible in aris?
2. Any option is there for ARIS version 10SR4b software upgrade to ARIS version 10SR13 software ?
3. Without license we can able to access aris server from client& architecture?

Dear Gurubabu,
Considering that your SR4b is dated back in 2018, I recommend to FIRST make backups of your current SR4b. And in case of expired or missing licenses, fo course, you need to tackle that prior to the first step.
Having then all SR4b backup data ready, you'd better make a fresh SR13 installation and restore the backups.

Dear Gurubabu,
If your ARIS installation has expired licenses, you'd better contact either Global Support via Empirum or a Software AG sales representative in your region to check whether they could issue a temporary license to you for making the backup.
The product documentation you can find our custmor support portal Empower download from the ARIS Download Center. But as explained before, If you don't have licences you can't access ARIS properly to trigger a complete tenant backup.
