I have installed ARIS 9.8 on my Windows 7 PC but the ARIS Cloud Controller has not been installed. Now I want to do it subsequently. Can someone help me and give me a hint e.g. which applications I should execute?

Yes, you are right. I looked up, I installed an ARIS Client setup. So, if I want the clod controller I have to installed ARIS once again and should not choose local....

Nope, that's not want I meant. Only if you install ARIS Design Server or ARIS Connect Server you will get ARIS Cloud Controller, because you need it only for those server products.

Let's start all over: Which ARIS products have you licensed?
In case you bought ARIS Design or Connect Server, you will get ARIS Cloud Controller automatically installed by the respective server setups. Then you will find that tool in the program group ARIS.
But if you only bought ARIS Architect, and installed it with the option "local database server", then you don't need ACC at all.

If you have ran the ARIS Client setup, then you don't get ARIS Cloud Controller, because the embedded stand-alone one-user ARIS server, called LOCAL, doesn't need that module. Only ARIS Server Administrator might be of help, but that is an option available in the ARIS Client setup.
ARIS Cloud Controller is needed only for ARIS server products, such as ARIS Design Server, ARIS Connect Server, ARIS Risk and Compliance Manager or ARIS Publisher.
