Below is my experience, take it with a grain of salt please.
Unless something has changed, we need two different servers to install ADS and APS. If you attempt to install APS it will un-install the previous ARIS 9.7 agent (ADS!) if present on the server !!!!
Performance is now a big issue with ARIS9, and a lot more RAM is necessary to host the new Cloud Controller components. If memory lacks, you get into all sort of troubles, as components won't initialize properly (i.e. they won't reach the "Started" status). Be aware of this..
Re. the 7.2 > 9.7 migration, we have added a new powerful server for ADS9.7, and installed APS9.7 on the "old" 7.2 server, which keeps running Business Server 7.2. That works!: we can have the two environments in parallel. At least this is what we have done for our Test environment (we have a bunch of code to validate !). For the migration in Prod (coming soon), we intend to un-install 7.2 before installing 9.7, since we will have gained confidence, and don't consider any return.
In terms of clients: no problems, both 7.2 and 9.7 can reside on the same machine.

We will probably test ADS 9.7 in our current server running ARIS 7.2 before moving to a new server.
Regarding the Clients, Will it be okay to install ARIS 9.7 Architect with local database on machines having 4GB RAM?. ARIS recommends having 8GB RAM minimum. If that is the case we might need to upgrade our client systems also.

The pure ARIS 9 clients are fine with running on a 4 GB RAM machine. However, as LOCAL is actually a one-user ARIS Design Server with reduced functionality, you need 8 GB RAM on your machine.
And I don't recommend to install ARIS Design Server on machines where ARIS 7 was running till today, because such computers are probably not the newest/fastest. Besides more RAM the scalable cloud technology of ARIS 9 requires also more CPU power. So except for evaluation purposes, it's usually not a good idea to put ARIS 9 on "old" ARIS 7 machines.

As for your initial question 2, whether ARIS Design Server 9 and ARIS Publisher Server 9 could be installed on one machine.
No and yes is the answer.
1) No, because officially Software AG doesn't support the mix of the both server products on one hardware. In fact, the both setups won't allow to install either one where the other has been already installed on.
2) Yes, you could mix both products after you have to accept that such an overload of servers on one single physical computer will negatively impact the performance of both server products significantly. AND you need to learn how to configure Publisher on top of ARIS Design/Connect Server using the ARIS 9 provisioning technology, which is in fact a manual task by design as it is meant for distributed ARIS 9 installations to leverage the scalable cloud architecture of ARIS 9.

I confirm above comments.
Our ARIS 7.2 server ran on a 2 CPU, 16Go ram VM .
after migrate to ARIS 9.6 we had to increase our VM to 4 CPU, 16Go VM otherwise we faced starting up problem with ARIS services.
in our install the ADS and BPS are on separate servers.
