I installed the last two builds of ARIS 9.7 (client with local database) over 12 times. I was removing, modifying or reinstalling, moving installation folder to local disk D, I entered license key as XML and the other time I tried with zip, checked all recommendation that Rune Becker and the other members have written (in discussion: http://ariscommunity.com/users/kalkiswani/2013-12-01-user-system-has-no-license-using-aris-designer-or-aris-architect#c…) , but the result remains the same ( message "User 'system' has no license for using: ARIS Designer or ARIS Architect.") .
I tried everything that come to my mind, but nothing did work.
So I decided to write here and ask for help. What I can do more to make ARIS Local work?

Dear Mariya,
First thing to check after a fresh installation is the log file of the setup: %temp%\ARIS_Install.log.
Even the setup doesn't display an error it could be that the log file already reveals something which could lead to an error when starting up ARIS.
Next step I recommend is that you colect the log files of the started ARIS installation. You can do that by starting collectLogFiles.bat in folder .\LOCALSERVER\support-localserver.
You could open a support ticket for Software AG support with the resulting zipped log files and the installation log file. Only that way the issue with your installation can be examined and a solution proposed.

Do you have a maintenance contract? Then you are eligible to access Empower, Software AG's support portal. On https://empower.softwareag.com/eservice/default.asp you can open a support ticket.
I am having the same problem and have tried several times.
Tried to repair installation, the difference is that I was using Aris on a Local server but windows forced to close Aris because it was not responding.
Is there any possibility of recovering my Local base files? How can I do it so that I don't loose all my work.

First, you are trying to install ARIS Client 10.0 as of April 2017. If you are not forced to use that version, I suggest to download the most recent ARIS setup.
If you are a commercial customer, then please downlload from the ARIS Download Center: https://aris.softwareag.com.
But it seems to me that you are a student. Then please download our ARIS Education Package from https://www.ariscommunity.com/university/downloads.
Did you check that your computer fulfills the hardware requirements?
You need 8 GB RAM for installing ARIS Client including its local database system.
Do you use a user account with local administrator privileges?
And please attach the both files. Without them no one could help you.

I do not know what server information do I need to put. Hope to get resolution of this issue soon, non working software after 4GB download is really saddening :(
OK, now it's clear. If you are using a 32-bit Windows version you CAN ONLY install ARIS Client WITHOUT its local database system. Then you must connect to an ARIS Server of your university.
But if you want to use ARIS Architect independently of any external ARIS Server, then you MUST install ARIS Client WITH its local database system. And that requires a 64-bit Windows and 8 GB RAM.
