I know that we had a bug related to another report type about a similar message "is not allowed to be created in a sandboxed report" for Cloud... and was fixed by 10SR4 ...maybe this could be also a bug in your Cloud version... 

Please whats your Cloud version ? Also are you using some public cloud ? which Cloud are you using ?

Just to you know we did test using the same version as yours ( trial/basic ) and we can reproduce the error.

Right now we're investigating wether this is a restriction for Basic or an issue with AP...

Our colleagues from Cloud Ops replaced the script and now was fixed, please check again.

 The fixed report will be provided for all ACB and ACA customers with the SR 10 (October release).
