we are installing latest version of mashzone on new server set. I am wondering if there is anyway, you can import and exports users so that we don't have to create them manually. I couldn't find any option so i am just wondering if there is any.

This is where i get confused. I have currently 2.1 installed and i am trying to go latest version. I went to mashzone site and latest is 2.3 (not 9.5). Is 2.3 is same as 9.5? Am i doing something wrong or checking at wrong place?
MashZone 2.3 is still available as Free Edition or in commercial versions on http://www.mashzone.com.
MashZone 9.6 is the newest version, however, only available as commercial version, hence, only on Empower, the customer portal of Software AG: https://empower.softwareag.com.
So latter one is the right choice for you only if you have purchased a commercial version of MashZone including maintenance.

In chapter "Migration from MashZone version 2.3 to version 9.5" you will find information how to export users from MashZone 2.3 into 9.5 using y-datadump.bat.
