Are you trying to install in Windows or Linux (via remote installation) ?
I have seeing similar cases when the user was trying to install in Windows, but the DVD was available in some place in network, then the setup was failing. Try to keep the installation files on the same driver, can be a hint. Regarding the Linux via remote installation perhaps the Firewall can block the package files to be transferred.

Hi,
I my case Anti-Virus system was the cause of this error. It was blocking install procedure to access certain installation files during the install (I got pop-up informing me of that). After granting access in AV, installation process finished correctly.
