I am quite new to ARIS and want to know if The Process Portal to show processes for end users can be created under ARIS express?

no. ARIS Express works very much like the Office programs you know. You have files you can share via e-mail or other ways of file sharing and anyone with the ARIS Express desktop application can open them.
Starting with the ARIS Basic subscription you get a Cloud Portal where you can truly cooperate in content creation and publish content to your audience.
