I would suggest both types of measures.
For example, if you are analyzing a Customer Service Resolution process you will want to measure both the time it takes to resolve the issue (quantitative) but also the resulting satisfaction with the outcome/resolution (qualitative).
If you only evaluate the quanititative measures then you might end up driving behavior that compromises the qualitative results without intending to or realizing it.
Is this a general question or the tooling is referred? Assuming the latter, within ARIS Business Architect you have mainly qualitative, structure-based analysis techniques. There are many things that could be achieved using queries, reports and macros. For static general and what-if analysis, the Business Optimiser is the right tool where you can see how the complex KPI change based on structure, rules for calculation and change of the basic KPI values. And then for dynamic quantitative analysis ARIS Business Simulator is the right tool, esspecially for bottlenecks allocation and capacity planning.
It's a challenge giving a short answer to such a question and I guess I probably failed in that.
