I have got the same issue apparently only when it is detecting at launch that one of your network interface (Wifi or cable) is active, then it tries to get some updates (mainly the ad part I think) and then it starts after downloading something from Internet.
If you have active network interfaces but no Internet access, it can't be launched and ARIS Express is never started.
Anyone else with same experience?

The error message is " The application can not be run off-line, since not all of the needed resources have been downloaded locally".
I believe there are some resources, if download locally, ARIS express can be used offline.

I think the download process was interrupted the last time you started ARIS express with an internet connection. You have to uninstall and install ARIS express again. If you have no active internet connection at installation time ARIS will check everytime at startup phase for an internet link to make an online update. It seems that the downloaded file and the online version is actually different. Because of this ARIS is updated after first startup. Do not interrupt the download process!
After that you are able to start without an active network link.

I am experiencing the same thing. Error message: "Application unavailable while offline - The application has requested to go online. Do you want to continue?"
This happens everytime and takes anything between 10 to 30minutes to download application.
We have completely removed this software from program & features and even re-installed Java.
We also ensured that the application downloads uninterrupted as advised from Mr. Andreas Schweer
Is there anything else we can try? This is a windows 7 64bit laptop and ARIS Business Designer 7.2 is also installed on here.
Please let me know as soon as possible.

did you check whether the option "temporary internet files" are kept in the java cache?

Yes, I have checked now and temp files are cached in Java settings for up to 1GB in size.
Anything else I can check? Problem still exists.

Well, I know that the thread is a little bit old, but I've had the same issues than you.
No need to say, that my questions were never answered officially...
However, there is a way to get Aris to start (by the way, changing the settings about caching never worked). On windows hold Ctrl + R to open the command prompt. Enter 'javaws -viewer'.
Two windows will appear on your screen, one of those is called Java Cache Viewer.
You should find an entry with ARIS Express in there. Perform a right click on that and select something like 'run offline'. It skips the going online part from now on.
I don't know why the guys from Software AG decided that Aris should run in Java WebStart considering the low frequency of updates. Anyways, I'm not furious about it any more since I have my workaround =)
This question should be obsolete actually, since we have the windows installable version with 2.4.
Reason to choose webstart initially was the (at that very moment) easy procedure to distribute (which seemed to worked for at least more than 100k users).
Since things went worse step by step, for windows user, we brought out the windows executable.
