At my company we use the term "Quality" to relate to the attributes of the output, which come from the customer needs. Since I work for the IT division of a large Defense Contractor, that usually means requirements validated; requirements verified; error rates in code; Change Requests open, closed, and the time it takes to close them among many others. The point is that quality is customer driven and is measured from the output of a process, not the process itself. Improvement of a product quality attribute is a 6 Sigma effort usually conducted as a CMMI Level 5 process to delight the customer.
Metrics relating to the process are concerned with such things as beating as much waste out of the process (wait time, rework, etc.) as possible and are driven by earned value considerations. Process metrics are (usually) improved through a lean effort, also at CMMI level 5, intended to delight the boss or more likely the boss's boss.
So in summary, we have "Quality" metrics and we have "Process" metrics which serve different purposes. These different kinds of metrics are not mutually exclusive by any means. They compliment each other nicely and sometimes serve the same purpose.
