We use option 2, even though I believe option 1 is not against the principle of the "Function Type" control.
The rationalsation could be that if you want to have multiple controls on one activity you could do that, whereas you would have 2 controls activities in option 1.
Do whatever will work for you :)

There is two kinds of approach to design controls and risks :
The activity is "controlled" by the control to reduce the risk(s) :
Activity <---- Control <-------Risks
The activity has a risk that is reduced by a control :
Activity -------> Risk <-----------Control
Then, if you want to design controller people, control test cases, testers, etc. It is better to assign a business diagram on the control (or the risk, depending the approach) and design the controls and risks stuff on the diagram.
If you want to use ARCM, you have to design these elements on the business diagram and to choose one of the two approaches for all your data base.
