though I don't have experience with the device, from the technical data I could find, I would assume, that it technically works, if you can get Windows to run on the device.
However the screen resolution of 235 dpi could be a challenge. I think there was a discussion some time about how to use Architect/Designer on 4K and similar high resolution screens. The issue would be similar.
Other than that I am curious, if anybody can say something about the look-and-feel on such a device. Using ARIS Connect client would be the obvious option, because you don't need Windows and you can easily scale the interface in the Browser.

Hello Frank,
another possibility would be to use a Windows Server based installation of Architect/Designer via an RDP client. The downside clearly is you have to be online to use it.
The manual https://docs.microsoft.com/en-us/windows-server/remote/remote-desktop-services/clients/remote-desktop-android is an IMHO good starting point to establish a RDP connection on an Android device.
