I just want to ask if Attributes wizard is available to user depending on his/her access privilege? I am just wondering because as somebody with admin privilege, i can use it, but my colleague who has a lesser privilege cannot see it. I am not sure if this is the reason. If anybody can advise? Thanks!

yes, this is true.
The attribute wizard is only available with the architect license, not with the designer license.
