Does anyone know if ARIS 9x supports a concept of model status based publishing. The client has a use case where only models that have a particular Status (such as Complete) should be exported to the Business Publisher.

Yes it does, but I wouldn't say out-of-the box
The functionality of ARIS Publisher 9.x is pretty much the same as in ARIS Business Publisher 7.2. So you cannot publish or filter out models based on attribute values within Business Publisher.
The common approach is to have a separate publishing database (just another logical modelling database within ARIS), in which you merge only the content you wish to publish and then export that into Publisher.
For this so called release process you can use ARIS Process Governance or in this case you may write a script the merges models with a certain attribute value from modelling database to publishing database and schedule it.
