I can't access publisher with own network Id and but able to login thru system id , but i can't see any profiles. we have already an active profile and it is active. Not sure where to start this issue?

Did you read in the ARIS Server Installation and Administration Guide in chapter 5.5.2.1 Use Administration for User Management that Publisher's user management can be configured to use that one from ARIS Design/Connect Server?
If possible, update to latest ARIS 9.8 SR3, where that chapter (6.5.1.1 Use ARIS Administration for User Management) describes in detail how to change the relevant Publisher parameters via ARIS Cloud Controller.
