Hopefully, this is an easy-to-answer question...
As an ARIS administrator, I am able to change the fill colour of objects in the ARIS Cloud (version 10.0.20.1.2824117) web-based editor.
How do I turn on this functionality for our basic modellers? Currently, this option is greyed out on the 'Start' menu tab in the modelling window. (see attached image).
They are assigned the ARIS Connect Designer license.

That is managed through the functional priviledges, as far as I know, and can only be set up by someone with the respective rights.
However, I personally would not or only in exceptional cases use the colour coding. Insead maybe think about creating a new object that serves your purpose.

Coloring objects seems an easy way to highlight a specific meaning. And often, designers define multiple colors for various meanings, maybe explained in a text box shown in the respective models. The downside of doing that is that analyzing and finding such objects becomes very hard.
I think such desinger/modeler behavoir happens quite often when they believe that a change request for the modeling conventions would be too much effort. Maybe that is really so, but then make it easier for them to suggest a change with lower hurdles, e.g. offering sandbox areas trying out their intended changes in all possible cases, and more importantly, testing against the as-is modeling conventions whether their intended/extended meaning doesn't have negative side effects, or even overlaping with other (yet unknown) methods you have already agreed on.
So, if object coloring isn't temporary or exceptional, but becomes an intuitive way of designers to express a regular pattern, then rather think about deriving an object type to support their need to destinguish the meaning between the two objects types. That preserves the option for architects/analysts to properly evaluate processes by scripts, queries, manual searches etc.

Thanks for your responses.
It would be something we want to use to highlight when a process is in or out of scope on a project - something which would be temporary and that we wouldn't keep as a library asset. It allows the users to create something visual, but be able to continue to reuse objects across their process models.
Which specific functional privilege would I need to turn on to enable this ability?

on the db level you can grant the functional privilege "method changes" in order to allow changing the appearance of object or connection occurences, cf. Aris help function privileges in databases.
