Did you already ty to start ARIS Server Administrator from a command line prompt to get a better response?
arisadm90.exe -s localhost:14080 -t default -u system manager version
Paste the above command into a command line prompt and get as response the ARIS version number or an error message of a failed connection.
And you could also try to start ARIS Server Administrator from the batch file arisadm.bat provided by the runnable abs located in folder .\server\bin\work\work_abs_m\tools\arisadm
That batch script starts in interactive mode and you should try your connection from there:
server localhost:10480 default system manager

If you haven't changed the password, then that error message text seems to be misleading.
Could be that your change of the default port 80 to 14080 has not been updated in all configuration settings. Best is to contact Global Support ARIS for further investigation: https://empower.softwareag.com

I have the same problems
Service is running but Configuring the connection using local, localhost did not work.
The mandant seems to be down, and the described attempt in starting the instance using administrator tools do not work
