Will ARIS Architect be phased out in SR24 by ARIS Connect?
If so what functions will be missing?

The answer to your 1st question is no. Aris Connect 10 SR25 is out already, and we are using this version of Connect and I am also still downloading and running the Architect Client and using it mainly for some Administration Tasks and the Queries/Scripting. Now I will say that currently it is looking like most if not all of the Administration Tasks are actually in Connect already, but the Queries and Report Scripting are NOT.
That being said, what I heard on a recent webinar about Aris Process Mining is that the Aris Roadmap is to have ALL the Architect Client features/functions moved to Connect by sometime in 2025. I would assume that at some point past that date the Architect Client would be phased out, but I expect there will be plenty of notice.
