There is a bug with this report and solved on the last patch of SR17, if you need some assistence open an incident on the Empower.softwareag.com

Dear Raluca,
When a standard report can't run there could be several reasons. The best would be a support ticket. The incident manager could run down a checklist with you to find the root cause of the issue you experience.
