User.cfg file is not showing up in ARIS71 folder

For the first time user, we usually login at 'http://aris/'. After that, we select ARIS Business Designer for SAP followed by Loblaw EA and Process. After this process the required files will be downloaded to the machine, since the user open the ARIS application for the first time. After the download is over, the user will be prompted for license key after which the login screen will appear.

Here the issue is that, download is getting over but it is not prompting for license key.

Can anyone advice on this issue.
