We have ARIS Design Server 9.8 installed. It works without a problem most of the time. Recently, clients were unable to connect. I attempted to use the stopall/startall script, but I got an error stating that 'all runnables could not be stopped on localhost'.
After restarting the server, then restarting the ARIS 9.8 service, I was able to use the stopall/startall scripts without a problem and clients were able to connect again.
But one week later this problem reoccurred, where I had to restart the server and restart the service before using the scripts.
Please let me know if you need more information/logs.

The nature of our forums don't allow to resolve technical issues on your ARIS installation. I suggest you open a support ticket via Empower/eService. Out support will need your log files to track down the root cause of both, the reoccurring inability of some runnables to shut down properly, and the issue that some users can't access the server.
