have you checked if the file it tries to access is still there? Maybe it gets deleted for some other reason? We had one case where a user installed a anti spyware program. This program cleaned the user profile on each system startup.
About browsing all images: We know that you can browse all images, but that is ok, because you can also see them on the community. You might also want to add an image to your post, which was used in another post before.

I would say it is a problem with the Java cache. Probably, at least some ARIS Express files get deleted after the application is shut down. If you have set the cache settings correctly, it might be that the cache is just too small, because you might have other Java Webstart applications installed.
