Draw it anywhere (I prefer Powerpoint, then save it as .png), then add it to any model with import, or just copy/paste this .png from the disk to your model. Then, combine this fragment as you wish. In your case, you'd probably need four different fragments for each level

when you have access to the UMG, you can find the headers in there and export it accordingly. For your convenience, I exported it.

I will try this and import this as png.
Question that I have is whether adding this as png will help tagging the right model level. E.g. if I add this in all the models and suppose I open a high level [L2] level VAC - would it show the second bar highlighted as Blue.
I was assuming these bars have to be linked to the hierarchy somewhere.

No, they don't. Basically, you have to create 4 (or how many you need) fragments where the respective bar is highlighted. Then you need to assign them to each model manually.

Hi,
You can select everything you want to have as fragment, right-click and choose "create fragment" in the Architect.
This should do the trick :)
