Do you knows, is there some opportunity display a message for users on loggin page (where I input password and user name). Is there some files on server where I can do this change?

sure :) If I remember right, that would be in one of the xmls in the modification set.
But I don't remember where exactly.

Hello Anna,
you can change the login page if you have access to the Connect server's file system, so not in the cloud.
This post is a deep hack of the global Connect XML configuration so you should back it up before any changes.

yes, that is possible. But is is recommended to have this done by professional services because you have to alter the corresponding xml file.
