When modelers are creating process diagrams, we want them to be able to only use Systems / Application that are defined by our IT team and Risks defined by the Risk Management team. We do not want modelers to create these objects but use only what is already in the Aris system populated by the respective owner groups.
Is there a way to restrict which users can create vs view / use various object types?

No, unfortunately, there is not. However, to my knowledge, this feature is planned.
